Sure you can, but you need to either own a business, have a job, be retired , go to school, be married to a Thai, invest a large amount of money in Thailand and possibly a couple of other ways. There are also a lot of restrictions and requirements that go along with all of the above visa categories. If you are a retired fellow, you can easily have a retirement visa on a yearly basis. You must have proof that you have money in the bank that will support your stay, not less than Four Hundred Thousand Baht a year, every time you want to renew your yearly visa. If you want to marry a Thai women, you can stay if you can give proof that you have monthly income of not less than forty thousand baht a month, to support yourself and your Thai wife. So much depends on the amount of money you have and will have every month!
