Understand what you are experiencing,,,, what you can do is cut the pieces into stew chunks and for each pound of beef add one teaspoon of baking soda. Toss it and let is marinate for an hour. Be careful and don't let it marinade too long or it breakdown too much and has a strange consistency. Slow stewing for long periods of time helps as well! This trick is used often in Asia to tenderize cheaper cuts or tough meat.
