simple answer is no. you can call them but your going to pay for the overseas call. however, some banks and other insitiutions will let you call them collect if you have the proper phone number to call. My bank, credit card company , and insurance company have this service.

You can't call a 1-800 number from a land line or mobile phone from out of the USA, but you can call a 1-800 number from a VOIP service such as Skype or Yahoo Messenger w/voice, which I have and use to call 1-800 numbers all the time. I believe some internet shops here in Thailand have voip services for overseas calling or you can download either of the above services or others like them, on Yahoo Messenger w/voice, you can open an account with a credit card for as little as $10 for computer to land-line or mobile phones or computer to computer for free, but the last option won't work to call 1-800 numbers. It's a great thing to have, I call the US quite a bit, usually for free (to other computers), or to land lines or mobiles for pennies.
