My buddy has been going back and forth to Thailand for the last 4 years. He wants her to come here, but how can she get a visa to do so? Will Thailand let her? Will the US let her? He doesn't want to live there, but will do anything to be near her.

Easiest would be to marry her and stay there.

No problem, all he has to do is get married to her. In less than a year she'll have a K-3 (spouse) immigrant visa.

As someone has said, if he marries her he can get her a spouse visa in a year or so. However, the US government can be skeptical of such visa applications, and often requests proof that the couple is for real. This happened to a friend of mine from the US who married a Chinese girl. They had to show pictures and other evidence of their on going relationship. What evidence may be required is unknown to me, but examples are likely to be included in the instructions fr the K3 spouse visa.
